Project Description
The East Link Systems Final Design project aims to extend the existing light rail system by an additional 14 miles, connecting Downtown Seattle to Mercer Island, Bellevue, Overlake, and Redmond via I-90 in the Puget Sound region of Washington State. Scheduled to open in 2023, the project encompasses the construction of 10 stations, three park-and-rides, and various supporting facilities. In addition, storage tracks and facilities will be established north of NE 12th Street to facilitate overnight vehicle storage and daily startup operations. The project will significantly enhance transportation options in the area, providing improved accessibility and connectivity for residents and commuters.
Scope of Work
As the cost estimator, SCL performed cost estimates, produced construction documents, and trained team members on the estimating process for the East Link project. The work also included the preparation of drawings, specifications, reports, schedules, and cost estimates necessary for the construction contract documents. The cost estimating methodology involved utilizing the Work Breakdown Structure, conducting estimate takeoffs, and employing the RS Means and CSI Format. Class 1 estimates were developed, taking into account the basis of the cost estimate, tax rates, and estimate risk assessment. SCL was involved in the project from its conception to the final design review, with schedule objectives playing a crucial role. Additionally, SCL formulated a new estimating database and implemented new estimating software to enhance the efficiency and accuracy of the estimation process.
