SCL’s primary role is to serve as Quality Assurance Advisor (QAA) to the Program Manager and provide Oversight Verification to include project design, build, finance, and operation to maintenance.

Project Background

The Eagle P3 Project consists of electrified commuter rail over 36 miles, with a total of 15 stations including the FasTracks hub at Denver Union Station (DUS) and commuter rail maintenance facility. The total capital cost of the Eagle P3 Project is $2.1 billion.

The project includes the East Rail Line between Denver Union Station (DUS) and Denver International Airport (DIA), the Gold Line between DUS and Arvada/Wheat Ridge and a segment of the Northwest Rail Line to Westminster. The East Rail Line and the Commuter Rail Maintenance Facility already have notice to proceed to construction. All corridors are scheduled for opening in 2016 and include facilities, dual track, bridges, rolling stock, parking, retaining walls and structures.

SCL has oversight responsibility and is responsible for the overall compliance status of DTP. SCL carries out actions to assist the DTC and DTS Quality Assurance Managers in the prevention, detection, correction, recording and tracking of potentially non- compliant QA/QC activities. SCL conducts continuous verification of the effective implementation of corrective actions of the affected project function.
