As Project Manager, Systems Consulting, LLC was charged with the development of a strategic parking plan for the City of
Seattle Municipal Civic Center Master Plan. SCL performed a comprehensive parking study which examined current programs, policies, inventory,
utilization, projected growth and acquisitions for the City of Seattle main offices in downtown Seattle, WA.
The City's approach to the completion of the Civic Center Master Plan and redevelopment of the Public Safety Building included a
vision for civic public open space, private development, underground parking and pedestrian access to the Metro/Sound Transit bus tunnel.
A resolution was adopted in April 1998 that called for the City to plan for a new parking garage on the Public Safety Building site,
to determine the long-term use for the site, and to evaluate whether to restrict some design features on the site.
SCL was retained to study current and future parking and public transit needs and to recommend a parking management program that
incorporated strategies and policies for implementation by the City. The study included a thorough review of current programs and government
policies that affect downtown parking supply and demand, as well as information on the location, size, fees, and policies for off-street parking
facilities and curb parking located within the downtown area. Estimates were provided on current demand for parking and projections made on parking
demands over a five year period. The final plan included procurement recommendations, logistical analysis, validations, personnel permit issuance
and move date schedules.
